Winter Park Extends CRA Program Through 2037
Winter Park’s Community Redevelopment Agency (CRA) program has been granted an extension through 2037, following negotiations between the city and the Orange County Board of Commissioners. This extension ensures the city can continue its efforts to revitalize and improve its downtown area.
CRA Program Continues to Fuel Downtown Growth
Launched in 1994, the CRA program has been a key tool for economic development in Winter Park’s downtown. The designated area, bordered by Interlachen Avenue, Fairbanks and Orange Avenues, 17-92, and Webster Avenue, focuses on using tax dollars to reinvest in public infrastructure and economic initiatives. The funds are used for various projects such as park upgrades, property purchases, housing improvements, and business facade grants.
With the new extension, Winter Park expects to receive a total of $141 million in Tax Increment Financing (TIF) through 2037. This includes $57 million from Orange County between 2027 and 2037. Winter Park Mayor Sheila DeCiccio praised the program’s success, noting that it has increased the tax base in the CRA district by more than 440%.
City Expands Boundaries with New Annexation Agreement
In addition to extending the CRA program, Winter Park has also entered into a Joint Partnership agreement with Orange County to annex a stretch of land between I-4 and Fairbanks Avenue. Currently an unincorporated area of Orange County, this land is undergoing redevelopment. Winter Park officials believe that improving infrastructure, including roads and sidewalks, will help mitigate flooding caused by the rapid development.
These combined efforts—the extension of the CRA program and the annexation of new land—are set to enhance Winter Park’s downtown while addressing infrastructure and flooding concerns. By continuing to reinvest in the area, Winter Park aims to foster ongoing growth and ensure a sustainable future for both residents and businesses.
